Add a free-of-charge allowance for microtransactions

Consider adding a fixed allowance for microtransactions that will be free of charge, on top of deleted transactions not counting toward the overall count; this will be useful for users that have large counts of micro sums that could be potentially consolidated per the user's local tax guidance.

I am a beginner-level crypto user and probably deposit and transact 12-15 times per year. However, I do get numerous micro-deposits as staking rewards. These micro transactions would put me into the Top Tier plan, which seems quite excessive when my self-initiated transactions would fall under the basic plan!

Koinly has now introduced updated pricing for micro-rewards. Small Reward/Mining/Income transactions will now be priced as 1/10th of a regular transaction (so for every 10 micro rewards, we count only one billable transaction). This can result in large savings if you have a lot of tiny reward transactions
