Downloading bulk edit file for historical years

Currently, you can only download the bulk edit file for transactions you have a plan for.

I believe it should be allowed to download the file for all historical transactions up to the most recent plan, as I already paid for them via my account-wide transaction limit

You are able to download the bulk edit file for all historical/past years as well.
Note that this does not apply to the tax reports, but rather it only applies to the bulk edit file ("edit in Excel" file) that can be downloaded from the Transactions page.
Ex:
If you have a tax plan for 2022, then you can download transactions from 2022, 2021, 2020, 2019 etc.
You will not be able to download transactions from future years though (2023, 2024) unless you buy a tax plan for those years
