I'm not sure what "zero cost-basis (but a non-zero value)" would mean. Value of the token on the date of receipt
is
its cost basis.I think the request here is to be able to choose which tokens are received "for free", which ones were received as income, and which one should be considered acquired (as in ICO). This can be done by setting the worth and/or tags accordingly to your needs
