Celo API: Reported balance is doubled

After the sync, all transactions are imported and the calculated balance is correct, but the reported balance is double what it really is.
Workaround
As the calculated balance is correct, I can toggle ignore reported balances

The more important issue with Celo API is that it doesn't work at all post the L2 upgrade since March 17th for addresses that existed prior to this.

This bug has existed with the CELO api for at least a couple years now. Any chance we can get someone to stick a "/2" in the reported balance script to divide it in half?
While ignore reported balance works as a workaround, it's nice to keep enabled as it's easier to catch issues before they compound.
